Why do we do 21 days before removing the shorings of the slab?

Removal of shoring is a function of the strength attained by the concrete as erected. The figure of 21 days is typically cited for beams and slabs in excess of six meters span. Otherwise it is generally 14 days.

However the strength of concrete as about 75% is typically cited as a call as well. While they would tell you that you attain 70% of strength in one week but such gains are a function of the prevailing air temperature and curing etc.

The ensuing follow up activities like construction loads etc. other than self weight need too be kept in perspective. Watch for any temperature related cracking having taken place.
